Who should attend?

Paralegals, legal secretaries, investigators and other non-lawyers working in government settings or for attorneys who work for the government.

Why?

Supreme Court Rule 5.3, Responsibilities Regarding Nonlawyer Assistants, obligates lawyers to have "in effect measures giving reasonable assurance that the nonlawyer's conduct is compatible with the professional obligations of the lawyer..." The ethical and professional obligations of the government lawyer can be different from those found in the private sector. This seminar attempts to address some of the ethical dilemmas faced by nonlawyer associates in the government setting.

What is ILGL?

The Illinois Institute for Local Government Law is a not-for-profit corporation whose members are lawyers with an interest in local government law. ILGL is a certified CLE provider. The mission statement of the Institute states:

"It is the purpose of the Illinois Institute for Local Government Law to coordinate and promote professional education, information exchange and interaction among local government attorneys in Illinois in order to insure the highest level of professional representation to units of local government."

What is ICC?

Illinois Central College is a public community college with 3 campus locations in central Illinois. About the presenters-

The Honorable Glenn H. Collier has been an Associate Judge in Peoria County for 13 years. Prior to taking the bench, he served as Corporation Counsel for the City of Peoria, was a partner in the law firm of Jackson, Mitchell and Collier, a Public Defender, and has been a Business Law instructor at Illinois Central College for more than 20 years. He has also been a faculty member and presenter for the Administrative Office of Illinois Courts. In 2005 the University of Illinois College of Law selected him as a Distinguished Graduate.
Tom Higgins has been licensed to practice law since 1990. He was associated with and then a member of the Peoria law firm of Prusak & Winne, now Prusak, Winne & McKinley. He joined the full-time faculty at Illinois Central College in 1996, currently serving as Professor of Criminal Justice and Paralegal Studies and as Director of the American Bar Association approved Paralegal Programs. Since 1997 he has been a Hearing Officer for the cities of Peoria, Pekin and East Peoria.
Ann Marie Lampariello-Perez, Assistant Village Attorney for the Village of Downers Grove, Illinois, has concentrated her practice in the area of municipal law over the last seven years. For ten years prior to that she was a prosecutor in the DuPage County States Attorney's office. She received her law degree in 1990 from IIT Chicago-Kent College of Law and her undergraduate degree from Loyola University in 1986. As a municipal attorney, Ann Marie has participated in all aspects of civil litigation.

Sonni Choi Williams is an Assistant Corporation Counsel for the City of Peoria. Ms. Williams has been admitted to the practice in Illinois, 1999; U.S. District Court for Central District, Illinois, 2002; and the U.S. Court of Appeals, 7th Circuit, 2007. Education: J.D., Northern Illinois University College of Law, 1999, B.A., University of Iowa, 1994. In 2005 the Illinois Supreme Court appointed Ms. Williams to the Supreme Court Commission on Professionalism formed under Supreme Court Rule 799.

Wayne Karplus, Assistant Corporation Counsel for the Town of Normal, Illinois, is a 1983 graduate of the University of Illinois College of Law. He has been an in-house attorney for the Town of Normal since 1990. He is currently a Board member of the Institute for Local Government Law and Chairperson of the Municipal Prosecutors' Group.

Stephen J. Rotello, a graduate of the College of Law of the University of Illinois, has been with the Office of the Illinois Attorney General since 1987. In the Attorney General's Office he has served in various capacities including those of deputy chief of the Opinions Bureau, assistant to the Senior Counsel to the Attorney General, and Freedom of Information Officer. He has served as the Attorney General’s designee on the State Records Commission since 1988. He advises with respect to procurement, bond issues, rulemaking, and records retention and has often lectured on matters relating to open government laws, ethics laws, and records retention.
